[Hawksmouth] shroud guard stuck in loop

Quest The Truth of the matter

Shroud guard says first line of his dialog telling you to stay away from the shroud house delegate and draws his sword.

Next dialog box fails to run, he stands there a sec then puts his sword away, after a few it starts again.
Looks like he's stuck in a loop. The delegate doesn't turn around.
