Think the maps will be stored on the client, the npc's presumably placed with S2C_NPC_ADD etc. etc.

Seeing character select for the first time in years was a sight for sore eyes the C2S_CS_CREATE_CHARACTER packet looks pretty straight forward I'll try and document all the possible values once I get a free evening !
